Property project finance and viability

A viable investment, financing or leasing model for your property project

Finreim helps Finnish municipalities, wellbeing services counties and property investors decide how a project is delivered, financed and owned. Each decision rests on cash flow modelling that includes sustainability from the outset.

Services

Analysis, models and advice to support decisions

An assignment can cover a single decision or the preparation of an entire project, and its scope follows what the decision requires. For international investors, I also bring a local view of how Finnish public owners prepare and decide on property investments.

01

Viability and investment appraisals

An appraisal shows whether a project is viable and on what terms. I model the investment, income and life-cycle costs so that the alternatives can be compared.

Examples: an office centre in Oulu, cargo harbour development

02

Financing and ownership models

Own, lease or sale and leaseback? I analyse the costs and risks of each option and how they are written into the agreements. The aim is a model that works for both the owner and the occupier.

Examples: a lease model for a new fire station in Vihti, financing models for affordable housing

03

Project development and transactions

I advise on development-stage financing and support sellers and buyers. I prepare decisions and negotiations so that the terms are clear before any commitments are made.

Examples: the Turku Market Hall block, a municipal development and sale project in the Helsinki region

Sustainability

Sustainability belongs in the same model

Energy efficiency, carbon footprint and supply chain risks affect a property’s value and its access to finance. That is why I treat them in the same model as income and costs.

I have led joint industry initiatives in Finland on sustainability reporting and the sustainability risks of building materials. This expertise also informs my finance and viability work.

Approach

How the work proceeds

First, define the problem

A well-defined problem is half solved. Without clear boundaries, any improvement can look like a solution – even one that treats only the symptoms rather than the root cause.

Scenarios, not a single calculation

The financial impact of a solution is modelled as a cash flow analysis (Invest for Excel) across several scenarios. The assumptions are visible and adjustable, so you can see which factors matter most for the outcome and the risks.

The other parties’ view is modelled too

I know the perspectives of private investors and lenders as well as those of public owners and tenants. When the analysis is also done from their point of view, it becomes easier to find a model that all parties can accept.

Petri Suutarinen

Founder and Managing Director, Finreim Oy

I founded Finreim in 2019. Before that, I was Head of Real Estate Investments at Keva, Finland’s largest pension provider. Experience on the investor side helps me understand the terms on which financing and ownership can be arranged.

I chaired Green Building Council Finland in 2020–2021, having previously chaired Rakli, the Finnish association of professional property owners, investors and construction clients. Since then, I have brought together and led joint development initiatives on current industry challenges, such as sustainability reporting and supply chain risks.
